Knox County Commissioner 4B Lee Tramel

This one was interesting this is where the heartburn for Billy Tindell's seat being vacant came to roost. Commissioner Mark Harmon nominated Elaine Davis. Commissioner Phil Guthe nominated Jim Smelcher. Commissioner Mike Hammond nominated Scott Davis. Commissioner Greg Lambert nominated Lee Tramel. Commissioner R. Larry Smith William Daniels. Knox County resident Laurens Tullock nominated former City Councilman Ed Shouse.

The first ballot Tramel 7, S. Davis 4, Jim Smelcher 4, E. Davis 2, W. Daniels 1, E. Shouse 0. Ed Shouse name was dropped and the second ballot was Tramel 7, S. Davis 4 Smelcher 4, E. Davis 2, W. Daniels 1. Daniels name was dropped and then the third ballot was Tramel 7, S. Davis 6, Smelcher 4. E. Davis 1. E. Davis was dropped and they proceeded to a fourth ballot. Tramel 8 (picked up Strickland) S. Davis 6, Smelcher 4. Smelcher's name was dropped and the 5th ballot proceeded with the following results Tramel 8, S. Davis 9 and 1 pass (Guthe)The sixth ballot the same results Davis 9, Tramel 8 and 1 pass.

There was a break (recess, all went outside to play nice) and when the Commission reconvened Commissioner Jordan cast a vote for Tramel and Guthe then cast a vote for Davis. The results Davis 9 Tramel 9.The eighth ballot the same Davis 9 Tramel 9.The ninth ballot Davis 9, Tramel 9. The tenth ballot Davis 9, Tramel 9. Commissioner Griess makes a motion to postpone until the end of the agenda with Commissioner Leuthold seconding the motion. It passed.

They reconvene after the First District, Second District, Fifth District, Sixth District, Eighth District and Ninth District.

When they reconvene Charles "Chuck" Bolus the new Commissioner that has replaced Commissioner Billy Tindell is seated. Commissioner Mark Harmon asked about the new member. Commissioner Bolus had taken his oath of office during a break by Chancellor Daryl Fansler and was now the Second District Commissioner because Billy Tindell's seat was vacant.

At the beginning of the meeting it was noted and announced that any candidate selected could take their oath and be installed. No one with the exception of Bolus took that offer. Why? I believe it is because no seat was vacant except Tindell's and I commend Commissioner Bolus for wanting to ensure all the citizens of the Second District were fully represented by two Second district Commissioners.

Commissioner Phil Guthe asked the Law Director that because a new member was seated should they have to start from the beginning with nominations. The Law Director concurred as the nominations had begun again for 4th District Seat B.

Commissioner Mark Harmon nominates Elaine Davis. Commissioner Tony Norman nominates William Daniels. Commissioner Ivan Harmon nominates Lee Tramel. Commissioner Phil Guthe nominates Jim Smelcher. Commissioner Mike Hammond nominates Scott Davis. The request was made for nominations from the floor and Scott Davis went forward made a nice speech and withdrew his name for consideration. The 11 th ballot was cast and the results were Tramel 11, Smelcher 4, Daniels 1, E. Davis 1.

Jackson Lee Tramel was selected as the Fourth District Knox County Commissioner representing Seat B.
